“In the name of Allah, the Most Gracious, the Most Merciful. The free zones established in the country are exempted in commercial matters but not exempted in criminal matters. This means that if a crime occurs in the free zones, the police will investigate and intervene in the free zone. However, they are exempted from tax matters. We used the same wording as we used in the firearms law ‘Free zones are not exempt from compliance with this law in sensitive matters’ such as organic inputs, products, and weapons. When there is a strong inclination to apply them to free zones, there is no conflict between applying this law to free zones and the free zone system. Thank you.”

Honorable Session Chairman:
“But, Mr. Advisor, we engage in trade and production of these organic materials, exporting and importing them. Can you clarify further?”

Dr. Hisham Mohamed Fawzi (Legal Advisor to the Council):
“I do not see any conflict, Mr. Chairman. We are talking about a matter related to public health and the health of Emirati nationals and residents in the UAE. In these critical matters, there must be intervention within the boundaries of the free zones and their obligation to comply with these laws. However, if it is a matter of trade, that is a separate issue. Thank you.”
